Taiwan Lottery was conceptualized by the first Kuomintang government to boost tax revenue in the early days of Taiwanese governance. Lottery gambling has been a part of human history since its beginning in many years ago.[Wil99] . In the 21st century, Lotteries became huge businesses around the

world, a majority of foreign countries will have at least 2 or 3 Lottery companies operating and they frequently deal with billions between citizens and government agencies that regulate them.

Despite lotteries’ long presence in human history and the vast amount of money involved, there are two notable gaps in the literature on this form of gambling. First of which, several attempts have been made to explain why people play lotteries.

The most of traditional lottery method is passive lotteries; the citizen would buy a ticket on which numbers are already printed and a later date is indicated for the drawing. A theory on the confidence in lottery participation in terms of the gambler is the perception of patterns of numbers and probabilities of winning. Lotteries have two distinctive features. The first is an extremely low probability of winning. Lottery’s second feature is its low pay-out ratio, or the total amount of money returned to the gamblers. Most people will continue purchase lotteries ticket despite an extremely low probability of winning and buying lotteries is evidently a losing proposition. A desire to win, curiosity, feeling lucky, and enjoyment were four main motivations for people purchasing lotteries.

With the previous versions of lottery apps, most apps allow users to view the updating result, giving users a perceived chance to predict a high probability winning number and display the description of lottery information and a guide. However the purchase system is still not available for the mobile application. This causes a majority of the buyers requesting to purchase tickets at lottery retail shops.

Lottery gambling application is a very sensitive application in the world. The reason for this is because a gambling application is all about transactions with real money between the user and Lottery Company. Once there are any information corruptions in the transaction process, the application’s security will be affected and there could be huge transaction problems between the user and Lottery Company. The propose of this application will be reducing technical problems such as: Printing error, Fake ticket appear, Ticket Damage, etc .Therefore, the application will provide a trustful service for those user and the company that utilise the system.
