Anti Federalists: wanted a small central government. Believed that local governments best
understood the needs of citizens and protected citizen freedom. Opposed the ideas of the
constitution that limited the power of the states.
What danger does Madison say factions present to the rights of other citizens?
A small democracy will be unable to avoid the dangers of a majority faction because of the small
size passions can spread to the majority of the people. Dangers will easily be passed by the
democratic government.
