What is RTI?
RTI (Response to Intervention) is a multi-tiered approach that ensures that all students in a
classroom receive high quality instruction. RTI consists of TIER 1, TIER 2 and finally Tier 3.
All students receive TIER 1 instruction and based on the results of the screening, the teacher
develops a differentiated instruction plan. During TIER 2, students work in small groups
where more academic support is provided. If the students do not show the appropriate
academic growth then they are moved up to TIER 3 in which a more intensive intervention
is provided. Throughout the three TIERS the student’s progress is constantly monitored.
RTI allows identifying students who struggle with reading at early stages, preventing their
failure in other academic areas and in future grade levels.
How will teachers initially identify struggling readers?
Teachers identify students who struggle with reading initially with the help of Universal
Screening. An assessment is conducted to all students in a classroom allowing determining
which the students who are struggling with reading in the classroom.
How will teachers determine which students need more intensive instruction?
Teachers will identify if students need a more intensive instruction by monitoring their
progress. While students are receiving RTI instruction, their progress is constantly

be moved up to the next TIER. All the tiers in RTI require constant monitoring.
