A hurricane has just passed through a developing, small island country that has areas of high population densities. The country is devastated; homes are flattened and surrounded by or are under standing water. There is no clean running water available; roads are blocked and unable to accommodate vehicular traffic. The sewage system is broken and leaking large amounts of untreated sewage in many areas; the treatment plants are inoperable. There are large numbers of dead animals, both domesticated and wild. There are large numbers of live animals stranded or roaming. The death toll to humans is estimated to be in the tens of thousands. Gas and electricity are not operable. It will be months before minimal services can be restored.
