• Assignment 3B: Do a research about the Torre de Manila case. The Torre de Manila is a high-rise residential building being built by DMCI Homes in Taft Avenue, Ermita, Manila, Philippines. The issue over Torre de Manila has spanned 3 years, beginning in 2012 when heritage advocate Carlos Celdran began raising concerns over the building. DMCI Homes begins construction of Torre de Manila, during the time of former Manila Mayor Alfredo Lim. In June 2012, Manila City’s planning and development officer, Mr. Resty Rebong, approved a zoning permit for the Torre de Manila, allowing exemption for the residential building. In July 2012, former Manila City building official Melvin Balagot granted DMCI a building permit. In a letter dated last November 6, 2012, the National Historical Commission of the Philippines (NHCP) backtracks on its stance which NHCP chair Maria Serena Diokno told the DMCI that as Torre de Manila sits “outside the boundaries of the Rizal Park and well to the rear of the Rizal Natio
