Question 01 By initiating an Expression of interest (EOI) process before just calling tenders to design and construct method is an excellent decision because it will reduce the impact of risk for state railauthority (principal) and contractor party. When contractor planning to do a tendering for a project, there are so many considerations to be made. Availability of resources, size of the project, complexity, technology required, location, risks, time etc. Basically, Expression of interest (EOI) is an open invitation for the contractors who has an interest about the project. Before EOI process the state rail-authority have published the description and the nature of the project. When calling an expression of interest process the principal party request some information’s from the contractor’s side. So, this EOI document most looks like a scope of document with less details than in a tender of the project. • Past similar projects done by the company. • Labor and equipment strength of the company. • Financial statement for past years. • Recommendations received for the company. These are some requirements that principal party expected from the contractor side. When preparing an EOI, it should clear and explicit. And it should be prepared by an experienced person who has handled these kinds of documents previously. After the submission of EOI’s to the state rail-authority they will appoint an experienced committee to evaluate and shortlist the contractors. In the design and construct tendering method contractor takes the full responsibility of the design and construction work based on a concept and requirements specified by the client. After the brief description and the client’s specifications such as functional, performance, quality and design life. In this method contractor will prepare the design of the project and construct it. When project going according to this method, it decreases the overall duration of the project, it secures a total project ‘final estimate’ cost before the design is detailed and it decrease the chances for claims done by contractor compared to separate design and construct responsibilities
